Normal fasting blood sugars (as estimated from a venous sample) are less than 110 mg/dl. Sugars ranging from 110 to 125 mg/dl are considered pre-diabetic. You are considered a diabetic if fasting blood sugar is 126 mg/dl and above. The criteria for diabetes in pregnant women is different. A random blood sugar more than 200 mg/dl should raise suspicion of diabetes and should be confirmed by a fasting blood sugar.
