Strengthening India’s Digital Health Ecosystem

InOrder and the National Health Authority (NHA) have partnered to support India’s flagship health initiatives, including the Ayushman Bharat Digital Mission (ABDM) and Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). Through this strategic partnership, InOrder works to strengthen the country’s digital health infrastructure and ensure the effective delivery of health services.

The NHA plays a pivotal role in implementing AB-PMJAY, India’s public health insurance scheme, and driving the National Digital Health Ecosystem under ABDM. By coordinating with ministries, state governments, and private sector partners, the NHA aims to build a seamless, inclusive, and technology-driven health system.

Areas of Collaboration

The partnership between InOrder and NHA focuses on five core areas:

  • Implementation Research
    Conducting research to strengthen ongoing health programs and inform evidence-based decisions.
  • Capacity Building
    Developing and delivering training programs to equip health workers and administrators with the skills required for implementing ABDM and other digital health initiatives.
  • Technical Support
    Providing technical expertise to improve health insurance mechanisms and enhance digital health infrastructure.
  • Stakeholder Advocacy
    Engaging with key stakeholders to address challenges, drive participation, and promote collaboration between public and private sectors.
  • Public Awareness
    Creating and disseminating educational content to improve awareness and adoption of digital health systems and health insurance schemes.

Key Activities

  • Health Literacy Intervention
    Co-designing and implementing health literacy programs for non-communicable diseases (NCDs) in selected blocks across two districts in Chhattisgarh, empowering communities with critical health knowledge.
  • Capacity Building for Digital Health
    Developing online training programs to strengthen the capabilities of health workers and administrators for the effective rollout of ABDM.
    Research and Technical Assistance
    Undertaking implementation research to assess and support ongoing health initiatives while providing expert guidance for digital infrastructure and health insurance systems.
  • Public Awareness Campaigns
    Designing educational initiatives to improve understanding and adoption of digital health tools and services, ensuring these innovations reach underserved populations.

This collaboration is a crucial step toward achieving a robust, technology-enabled health system in India. By addressing key challenges, building capacity, and fostering stakeholder engagement, InOrder and the NHA are working together to ensure accessible, affordable, and quality healthcare for all.

Ayushman Bharat Digital Mission Implementation Research

InOrder undertook comprehensive implementation research to identify the challenges and critical factors influencing the adoption of Digital Health initiatives, specifically through pilot microsites for the Ayushman Bharat Digital Mission (ABDM). This research provides valuable insights into the barriers and enablers of digital health adoption and outlines strategies for scaling these initiatives across various states and private sector programs.

Key Findings:

Initiation Challenges:

  • Institutional Readiness: Both the public and private sectors face limited readiness for digital health implementation. Additionally, there is a significant digital maturity gap between rural and urban populations, with notable variations across states.

  • Digital Infrastructure: There is an urgent need for increased funding to address gaps in digital infrastructure and to upgrade systems to support interoperable applications, essential for the widespread adoption of digital health solutions.

Implementation Barriers:

  • Private Sector Engagement: The lack of incentives for the private sector and insufficient guidance for smaller healthcare facilities in meeting infrastructural compliance are key barriers to progress.

  • Staff Resistance and Skill Gaps: Resistance from healthcare staff towards digitization, coupled with significant gaps in digital health skills, poses a major challenge. A diverse range of stakeholders requires tailored approaches for effective implementation.

Scaling Strategies:

  • Sustainable Investment: For digital health reforms to succeed long-term, planned and sustained investment is crucial.

  • Health Worker Adaptation: Strategies to address resistance and enhance digital health skills among health workers are essential for integrating digital health solutions into care delivery.

  • Impact Assessment: A robust impact assessment framework is necessary to measure the benefits of digital health reforms and to guide course corrections as needed.

The research will continue to evolve, focusing on adoption strategies across different states and exploring private sector involvement. It will place a strong emphasis on overcoming the identified challenges and advancing digital health readiness, infrastructure, and skills across the health ecosystem.
