Baseline Study for Health and Wellness Centers in Andhra Pradesh

As part of its commitment to strengthening public health systems, InOrder conducted a baseline study to assess the preparedness of Sub Centers (SCs) in Andhra Pradesh for their transition into Health and Wellness Centers (HWCs). This study provided critical insights into infrastructure gaps, service readiness, and healthcare access in rural and tribal communities across the state.
Study Scope and Participants
The study engaged key stakeholders across Andhra Pradesh, including:

  • Frontline healthcare workers – ANMs, ASHAs, and staff at Sub Centers designated for conversion into HWCs.

  • Households in rural and tribal regions – Assessing community health needs and out-of-pocket expenditure (OOPE).
  • Grading of Sub Centers – Evaluating SCs based on service delivery, workforce readiness, and infrastructure.

  • Gap Analysis – Identifying critical deficiencies in staffing, equipment, and essential health services.

  • Baseline Report with Recommendations – Providing data-driven insights to support the government’s HWC implementation strategy.

  • Assessment of Out-of-Pocket Expenditure (OOPE) – Understanding financial burdens on rural and tribal populations as they access healthcare.
  • 350 households surveyed across rural and tribal regions.

  • 150 Sub Centers assessed for readiness and infrastructure gaps.

By establishing a data-driven foundation for the transition of Sub Centers into comprehensive primary healthcare hubs, this initiative contributes to building a more accessible, efficient, and community-centered health system in Andhra Pradesh.
