Strengthening Health Systems in Telangana: A Multi-Faceted Approach

InOrder, in collaboration with the Government of Telangana State (GoTS) and ACCESS Health International, is working to strengthen healthcare delivery systems through evidence-based interventions, capacity building, and digital transformation. These initiatives aim to ensure better access, integration, and efficiency in healthcare provision for the people of Telangana.
Integrated Healthcare – Khammam
Recognizing the importance of Comprehensive Primary Healthcare and a well-established Care Continuum, the program aims to eliminate fragmentation by ensuring smooth patient transitions between facilities and across levels of care.

Drawing on international best practices, including the UK’s guideline-led system, Thailand’s integrated payer-driven model, and South Korea’s quality-based outcomes, the initiative focuses on building a robust foundation with the following key elements:

• Information Technology systems
• Treatment and referral protocols
• Human resource guidelines
• Sound supply chain mechanisms
• Quality assurance frameworks
• Assess the current need for multi-intervention programs to improve public healthcare performance in Khammam.

• Design and plan the phased implementation of recommended interventions.

• Conduct parallel evaluations to study the program’s impact.
• Baseline Study: Data was collected across health system streams—financing, IT, supply chain, human resources, training needs, health-seeking behavior, care pathways, referral systems, and service delivery (e.g., cardiology).

• Findings and Reports: Interim reports have been submitted and reviewed; the final comprehensive report is in preparation.

• Project Duration: 6 months (extended due to COVID-19 restrictions)

By addressing systemic challenges and fostering stronger integration, the program aims to create a sustainable healthcare model in Khammam, serving as a blueprint for strengthening primary and secondary healthcare across other regions.
In alignment with the National Digital Health Blueprint (NDHB) and the National Digital Health Mission (NDHM), the Government of Telangana State (GoTS) is leading efforts to transform its health information systems. InOrder, leveraging the expertise of the ACCESS Health Digital team, is providing technical support to drive this transformation.

Key Activities:

• A baseline gap analysis study vis-à-vis NDHB guidelines was completed and shared with GoTS.

• Strategic recommendations were made to enhance the digital health infrastructure and ensure readiness for NDHM implementation.
To improve access to quality diagnostics, GoTS has initiated an innovative hub-and-spoke diagnostic network. InOrder conducted a comprehensive review of the current processes to identify gaps and recommend improvements to enhance efficiency and service delivery.

Through these multi-level efforts, InOrder and its partners are driving system-wide improvements in Telangana, fostering an integrated, efficient, and digitally enabled healthcare ecosystem that prioritizes the needs of the population.
